Run the VHD on VMWare. Or failing that load the disks on a working VM and use windows repair tools to fix/replace the boot blocks. Export the working VM to Windows. It took me about eight tries to convert a 2003 box with an unsupported RAID that messed with the boot blocks, keep googling.
When I rebuilt the boot.ini through the Recovery Console, though, with only the /fastdetect option, the server did, indeed, boot, but without boot.ini options that should be included on an Exchange 2003 server. The rebuilt boot.ini file booted without using the /BURNMEMORY option. This is a partial solution.
Well, my Dad decided to get "experimental" and reformat and dual XP with 2003. So after he installs 2003 he decides to install XP (because he needed an OS that supported half of his hardware). Well, now XP bootsand when you select "Windows Server 2003, Enterprise" on the boot menu it just reboots the PC.
Running a Dell PowerEdge T310 with windows server 2003 in boot loop and wont go to safe mode. It started into this boot cycle conveniently after Microsoft end support for server 2003.
