    David Ewart George Boucher is a Welsh political theorist and philosopher of international relations. Boucher is a professor at Cardiff University and a distinguished visiting professor at University of Johannesburg. He was vice-president of The Learned Society of Wales from 2017 to 2020, and is chairman of the trustees of the Collingwood Society. Boucher is a fellow of the Royal Historical Society, the Academy of Social Sciences and the Learned Society of Wales. Wikipedia
